1. Non-Fossil Energy Hubs
Implementing a 10-year capacity doubling initiative across five key zones:
  • The "Three Norths" (North, Northeast, Northwest) wind and solar bases.
  • Southwest integrated hydro-wind-solar bases.
  • Coastal nuclear power bases.
  • Offshore wind power bases.
  • Distributed renewable energy centers.
2. Fossil Fuel Production Centers
  • Coal: Optimizing layout by prioritizing five major mega-bases: Shanxi, Western Inner Mongolia (Mengxi), Eastern Inner Mongolia (Mengdong), Northern Shaanxi (Shaanbei), and Xinjiang. Maintaining replacement capacity in central and eastern regions.
  • Oil & Gas: Strengthening strategic guarantee bases in key basins, primarily Ordos, Bohai Bay, Sichuan-Chongqing, Tarim, and Songliao. Advancing coalbed methane (CBM) development in the eastern Ordos Basin.
3. Energy-Industry Synergy & Consumption
  • Resource-Rich Regions: Integrating power generation with advanced manufacturing, computing, and hydrogen production to keep resource utilization local.
  • Demand Centers (East): Aiming for 70% of the new energy consumption increment during the "15th Five-Year Plan" period to be met by local non-fossil energy production and newly added local supporting power sources.
4. Backbone Corridors (Transport & Transmission)
  • Power: Expanding the West-to-East power transmission network from the "Three Norths" and Southwest to coastal load centers, adding over 80 GW of new capacity.
  • Coal Logistics: Enhancing the West-to-East and North-to-South framework (e.g., Tangbao, Watang-Rizhao, Haoji, Shuohuang railways). Expanding Xinjiang’s outward coal transport via a "One Axis, Two Wings, Multi-modal" layout.
  • Oil & Gas: Adding 20,000 km to the national pipeline network, reinforcing systems like the West-to-East and Sichuan-to-East pipelines.
5. Energy Import Corridors
Consolidating and expanding the four major strategic oil and gas import corridors (Northeast, Northwest, Southwest, and Offshore), alongside stabilizing the coal import corridor frameworks.
1. Coal Supply Guarantee Bases
Focusing on the construction of highly modernized, large-scale coal mines and the integrated development of contiguous mining areas across:
  • Shanxi: Datong, Hebaopian, Liliu, Huodong, Xishan, Xiangning.
  • Western Inner Mongolia: Xinjie Taigemiao, Tarangaole, Nalinxili, Central Junggar, Nalinhe.
  • Eastern Inner Mongolia: Huolinhe, Baorixile, Yimin.
  • Northern Shaanxi: Yushen, Yuheng, Shenfu, Fugu.
  • Xinjiang: Zhundong, Tuha, Ili.
2. Oil & Gas Reserves
  • Petroleum: Construction of major national petroleum reserve projects.
  • Natural Gas Storage: Developing key facilities in Daqing Shengping, Changqing Yulin Leilongwan, Southwest Wanshunchang, and Xinjiang Baolang, alongside salt cavern storage in Jiangsu, Shandong, Henan, and Hubei.
3. Pipeline Network Expansion
  • Accelerating the construction of the Sichuan-to-East Gas Pipeline II.
  • Advancing the Hulin–Changchun–Shijiazhuang–Puyang–Anqing pipeline, the Mohe–Daqing–Changling segment of the China-Russia Eastern Pipeline duplication, and the Jiangsu-Anhui-Henan natural gas networks.
  • Initiating preliminary work for the Tongliang–Zunyi–Qujing pipeline.
